Through an open model of cooperation, synergy is created between the academic community and the business sector through a network of international players. Therefore, the role of the EPLL is to connect, facilitate, and provide oversight and support, which is based on two paradigms:
Only a well-connected network of partners and encouraging cooperation will successfully finalize projects and enable easier knowledge transfer. This has also been identified as key to achieving the Europe 2020 strategy for growth and jobs. Through independent analyzes, EPLL enables large-scale testing (real-life testing with cities, citizens, companies) with the aim of developing innovative solutions in the low-carbon economy and sustainable energy solutions. For the results of testing and analysis to be relevant, close cooperation between public authorities at national, regional, and local level in the Member States and with the private and other sectors is implied.

EPLL carries out independent analyzes and insights that enable a better understanding of the dynamics on which energy markets are based.
EPLL uses the European Living Labs framework which allows for comparison and collaboration with other projects in Europe. It collaborates with reputable European institutions such as Iris Network, Batelle Memorial Institute Emerson Electric, The European House Ambrosetti.
